The Boyle County Fiscal Court gets to name three people to the new Economic Development Partnership board. At least two of those three will be recommended to magistrates for approval next week: Boyle County Judge-Executive Harold McKinney and David Maynard, the Danville Market president for Community Trust Bank.

The county’s personnel committee — made up of McKinney and magistrates John Caywood and Dickie Mayes — voted to recommend Maynard to the full fiscal court for appointment, and to have the court “acknowledge that the county judge-executive will be a representative.”

“I’ve talked to David. I said, ‘David, I have no idea where this is going, but I’ll throw it out there and if the court so approves, then you would be our representative,” Caywood said.

“I think he (Maynard) would be super,” McKinney said.

Maynard “has been active with the chamber,” Caywood said.

“He goes to many of the ribbon-cuttings. Community Trust has, through the years, contributed to the EDP. I don’t think they are now, but they have a history of giving some dollars. But he is very interested in this community.”

The EDP voted last month to restructure its board, adding voting members from the fiscal court, City of Danville and the Boyle County Industrial Foundation, while removing voting members from some other agencies. The new board is scheduled to meet for the first time on Oct. 18, by which time the EDP partners have been asked to name their new representatives, McKinney said.

“Obviously, I’m going to sit and we have one name,” McKinney said, referring to Maynard. “I think we could do that and if we don’t get the third one, we’ll do it at (the fiscal court meeting on Oct. 24).”

Caywood said he can ask at next week’s fiscal court meeting for additional recommendations for the third slot. Then the Personnel Committee could reconvene and recommend the third name in time for it to be approved on Oct. 24.

The EDP’s newly approved bylaws state that people appointed to its board should have “demonstrated experience and expertise in accounting, business or organizational management, civil engineering, education, finance, human resources, law, real estate development or utilities.”

People appointed “may be, but shall not be limited to being a member of a partner’s board of directors or legislative body,” according to the bylaws. Members of the board are generally limited to two three-year terms, but if public partners opt to appoint a judge-executive or mayor, they are exempt from the term limit.

The restructured Danville-Boyle County Economic Development Partnership has a 17-member board of directors: The Boyle County Fiscal Court, City of Danville and Boyle County Industrial Foundation each get three voting seats; the cities of Junction City and Perryville both get one; private “Chairman’s Circle” donors choose three; and the appointed members choose an additional three at-large members. All of the voting seats except the at-large ones are contingent on the partner agency contributing financially to the EDP.

The board oversees economic development activities, including retention and expansion of current businesses; attraction of new businesses; and workforce development.
