$8,000,000 for a new Danville fire station? EIGHT MILLION DOLLARS? The rational approach to building a new facility is to tell the architect, “Design a nice new building that meets our needs.” Then the architect returns with “Here is a beautiful facility that meets everyone’s conceivable future needs.” Then the city says, “Cute, but now design a facility that we can afford.”

We seem to have omitted the last step.
