Casey grand jury hands up indictments on 14

The following people were indicted by a Casey County grand jury on Dec. 14:

• Kelly McKenzie Steele, 27, Campbellsville: driving under the influence of intoxicants, second offense; first-degree possession of a controlled substance, methamphetamine, third offense; first-degree possession of a controlled substance, hydrocodone, third offense; second-degree possession of a controlled substance, buprenorphine; third-degree possession of controlled substance, alprazolam; third-degree possession of controlled substance, tramadol; third-degree possession of controlled substance, lorazepam; illegal possession of a legend drug. Bail was set at $1,500. Ronnie Smith with the Liberty Police Department testified.

• Virginia A. Adkins, 36, Liberty: first-degree possession of controlled substance, meth; possession of drug paraphernalia. Bail was set at $1,500. Chad Weddle with the Casey County Sheriff’s Office testified.

• Tara Kailey Duncan, 19, Liberty: first-degree possession of a controlled substance, meth, second offense; possession of drug paraphernalia. Bail was set at $2,500 and Weddle testified.

• Michael Vincent Harmon, 28, Dunnville: receiving stolen property valued between $500 and $10,000 belonging to Liberty Motors; first-degree criminal mischief; tampering with physical evidence by altering the color of the automobile. Bail was set at $3,500 cash and Weddle testified.

• Jamie Floyd Harris, 43, Liberty: first-degree trafficking in a controlled substance, meth, with a firearm; possession of drug paraphernalia; two counts carrying a concealed deadly weapon; DUI; no or expired registration plates. Bail was set at $25,000 cash and Weddle testified.

• Jennifer K. Shackelford, 47, Middlesboro: second-degree escape from the Casey County Women’s Work Camp program of the Casey County Detention Center; first-degree persistent felony offender. Bail was set at $10,000 cash and Weddle testified.

• Jerry Lee Watson, 71, Middleburg: first-degree bail jumping by failing to appear for a pretrial conference; persistent felony offender. No bond was issued. Dennis Allen, Commonwealth’s detective testified.

• Emerald A. Loveless, 18, Science Hill, and/or Lexington: first-degree possession of a controlled substance, meth; possession of drug paraphernalia; possession of marijuana. Summons was issued and Weddle testified.

• William R. Rowland, 29, Kings Mountain: first-degree possession of a controlled substance, meth; possession of drug paraphernalia; possession of marijuana. No bond was set and a summons was issued. Weddle testified.

• Hubert Preston Skipper III, 50, trafficking in marijuana more than five pounds, second offense; possession of a firearm by a convicted felon; possession of drug paraphernalia; receiving stolen property valued between $500 and $10,000 (a welder and battery charger); nine counts first-degree persistent felony offender; third-degree use of weapon of mass destruction in Casey County; seven counts first-degree wanton endangerment. Bail was set at $50,000 cash and Weddle testified.

• James M. Phelps, 28, Hustonville: first-degree bail jumping by failing to appear for a pretrial conference. Dennis Allen, the Commonwealth’s detective testified.

• Vonda Rigdon, 52, Amelia, Ohio: theft by unlawful taking of an iPhone valued between $500 and $10,000. No bail was set and a summons was issued. Jayson Grider with the LPD testified.

• Tara Kailey Duncan, 19, Liberty: first-degree bail jumping by failing to appear for an arraignment. No bail was set and Weddle testified.

• Robert R. Goode, 46, Liberty: flagrant nonsupport. Bail was set at $3,500 cash. Chasity Crew, Casey child support caseworker testified.
